This is a phrase from the former US Secretary of Defense Donald Rumsfeld at a February 12, 2002 news briefing.
It refers to things that we don’t know we don’t know.
According to Wikipedia, in the awareness and understanding quadrant, there are things that we know and are aware of, things that we know but aren’t aware of happening, things that we are aware of but don’t understand, and things that we aren’t aware of nor understand (the unknown unknowns).
It is the last quadrant that is the most challenging.
